Vision Statement of the Bakersfield, California ARC
We envision that the Bakersfield ARC will continue to be a "lighthouse" in the community and to continue to extend its influence by offering quality programs that meet the needs of those we serve. We will use every process at our disposal to meet this goal, but specifically we envision the following: We will seek to an increase in the number of life changing experiences and true "conversions" in our men and women. We will assist the men and women to see that God can be called upon for all their needs. We will seek to play a more active role in helping our employees to meet their individual spiritual needs by being an open and receptive to sharing with one another. It is felt that this will have the added benefit of building a cohesive team, dedicated to sharing in the mission of The Salvation Army. We will develop Bible studies and devotional periods designed to specifically include employees. Recognizing that our focus must be on our mission with concentration on people not things, we understand that nothing can be accomplished without adequate funding. We envision this being enhanced by increasing contributions through making the community more aware of who we are and what we do.

The Adult Rehabilitation Staff Includes:
Ministers
All staff are called upon to teach the word of God. Yet, there is often an ordained minister available at a number of sites. The Salvation Army is based upon Christian faith. We have always been a people of the Word, what we are and all we do being firmly based upon God's Word.
Counselors
The adult rehabilitation center requires full-time presence of a professionally qualified person to organize and use staff in the program. The function of the counselors includes:
intake processing
interviewing and counseling
leading groups
planning the rehabilitation program for and with beneficiaries
following through on recommendations of physicians and others
helping beneficiaries with personal matters, such as eligibility for public services, referral for legal problems, and relationships within the center
case recording
separation processing
graduation and follow-up
the professional workers who carry these responsibilities do so under the authority of the administrator. Each one must be qualified by education, skills, and personality to carry out his/her responsibilities. Included must be the ability to work comfortably with all components of the program.
Health Care Officials
The health-care component of the rehabilitation program is to be under the direction of a qualified physician who may be an employee, volunteer, or on retainer.
Volunteers
Volunteers enrich the services of an adult rehabilitation center by their presence and the skills they offer. They are members of the staff, the only distinction being that they are not employees. They may be assigned to any position for which they have the needed qualifications. A volunteer is not used to replace an essential salaried person.
The corps community center soldiers and adherents should be encouraged to volunteer, particularly in the religious ministry. The informed interest of members of advisory boards, councils, and auxiliaries can be strengthened through volunteer service at the center.
Other Personnel
Territorial minutes govern the use of persons from two sources. The court may assign persons to the center for community service in addition to, or in lieu of, a fine or prison term. The public welfare department may assign persons to assist a community service agency as payment on a welfare benefit.
